Syria Extends Government Office Hours from December 1
Administrative public institutions in Syria will move to an official 8:00 AM–4:00 PM working day from December 1, 2026, under Decision No. 1616.

Syria has announced new official working hours for public institutions with an administrative function, a change that may be useful for travelers who need to visit a ministry, administrative office or other government service during their stay.
Under Decision No. 1616, issued by the General Secretariat of the Presidency on November 2, official daily working hours for administrative public entities will be 8:00 AM to 4:00 PM. The new schedule takes effect on December 1, 2026.
A standard eight-hour day for administrative institutions
The decision sets a standard official working day from eight in the morning until four in the afternoon for public entities classified as administrative. It also cancels provisions that conflict with the new schedule.
Public economic entities and institutions whose work must continue beyond normal office hours are treated differently. Those bodies can determine starting and finishing times and organize shifts according to their own regulations and operational requirements.
The change has prompted discussion inside Syria because it extends the working day for many public-sector employees. For travelers, however, the important practical point is simpler: from December onward, the standard administrative working window will be longer than before.
What does this mean if you need a government office?
Visitors occasionally need to deal with Syrian public institutions for documents, permits, media approvals, administrative procedures or other official matters. The new schedule may give travelers a wider general window in which administrative offices are operating.
The decision establishes official staff working hours, but individual ministries, public-service counters and appointment systems may still follow their own visitor hours. Always confirm the specific office before making a special trip.
This is especially important if your itinerary depends on a time-sensitive permit or approval. A government institution may be working, while the particular department you need has separate reception hours, appointment requirements or document-submission times.
If you are traveling with Syrian Guides and a government procedure is part of your trip, our team will continue to confirm the relevant office and timing before sending you there.
The existing schedule remains in place through November
The new 8:00 AM–4:00 PM schedule does not take effect immediately. It begins on December 1, 2026. Travelers visiting Syria during November should therefore not assume the new hours are already being applied.
Because administrative arrangements can change, it is sensible to reconfirm office hours close to the date of any appointment, particularly around public holidays or when dealing with a specialized department.
From December 1, the standard government administrative day will run from 8 AM to 4 PM.
For travelers, the change may make some official procedures easier to schedule, but office-specific public reception hours should still be checked in advance.
